Many Deaf individuals and organizations feel that TDD unnecessarily medicalizes the device by defining it in terms of deafness rather than its function. How TDD TTY Devices Work

A TDD TTY device connects to a standard telephone line, either directly through a phone jack or acoustically through a coupler that fits over a telephone handset. When the user types on the keyboard, each character is converted into a series of audio tones using a protocol called Baudot code. These tones travel through the phone line just like voice would, and the receiving TTY device decodes them back into text characters displayed on its screen.

Communication happens in a half-duplex format, meaning only one person can type at a time. The convention is to type “GA” (go ahead) when you have finished your message and are waiting for the other person to respond. When the conversation is complete, both parties type “SK” (stop keying) to indicate the call is ending. These protocols developed organically within the Deaf community and became standard practice.

For calls between a TTY user and a non-TTY user, a relay service acts as the intermediary. The TTY user types their message, which a relay operator reads aloud to the hearing caller. The hearing caller speaks their response, and the operator types it back to the TTY user. This process, while functional, is slower than direct communication and was one of the driving forces behind the development of newer technologies like video relay services.

Most TTY devices include additional features such as message memory, auto-answer capability, a built-in printer for creating hard copies of conversations, and compatibility with answering machines. Some models also include a voice carry-over mode for individuals who can speak but cannot hear, allowing them to speak directly to the other party while receiving typed responses.

Modern Alternatives to TDD TTY

While TDD TTY technology was groundbreaking, the telecommunications landscape has shifted dramatically since its heyday. Today, Deaf and hard-of-hearing individuals have access to a range of modern alternatives that offer greater convenience, speed, and accessibility.

Video Relay Service allows Deaf individuals who use American Sign Language to make phone calls through a sign language interpreter via video. The caller signs to the interpreter, who voices the message to the hearing party, and vice versa. VRS is faster, more natural, and more expressive than text-based TTY communication, as it preserves the full richness of ASL including facial expressions and body language.

Internet Protocol Relay and captioned telephone services offer text-based alternatives that work through broadband internet rather than traditional phone lines. These services are faster than Baudot-based TTY because they use modern data protocols. Captioned telephones display real-time captions of what the other person is saying, which is especially popular among late-deafened adults and seniors with progressive hearing loss.

Smartphones have arguably done more to equalize communication than any dedicated device. Text messaging, video calling through apps like FaceTime and Zoom, and real-time captioning features built into mobile operating systems provide Deaf individuals with multiple ways to communicate without specialized equipment. For many younger Deaf individuals, the TTY is a piece of history they have never personally used.

Why TDD TTY Still Matters Today

Despite the rise of modern alternatives, TDD TTY technology retains an important role in several contexts. Emergency services are required by law to accept TTY calls, and many 911 centers maintain TTY-compatible equipment. For individuals without internet access or smartphones, TTY may be their only means of making a phone call independently.

The ADA requires that businesses and government agencies provide TTY access upon request. Hotels must have TTY devices available for guests, courthouses must provide TTY access for participants in legal proceedings, and hospitals must ensure that Deaf patients can communicate via TTY if needed. These legal requirements ensure that TTY remains available as a fallback technology even as newer options become more common.

Understanding TDD TTY is also important for historical and cultural reasons. The development of TTY technology was a milestone in Deaf civil rights, demonstrating that communication barriers could be overcome through innovation and advocacy. The grassroots network of TTY users in the 1970s and 1980s helped build the social and political connections that led to the passage of the ADA in 1990.
